Tube Size for Continental Ultra 2000 700 by 28C???Avidrider

I have recently acquired these tires for my road bike and was wondering if it is safe to run tube size 700 by 19-25. I have found that Conti's size small than what their stated tire measurements are and I have measured the width of the 700 by 28C's as not being greater than 1"

Thanks,

The most likely issue is that your tires will lose air a little faster since the tube will be stretched a bit more. Not enough to worry about. Next time you get tubes, go with the "medium" size.
