I am building a bike from scratch and plan on using a range of parts from Ultegra to Tiagra. I plan on 105 cassette, derailleurs, crank and hubs, Ultegra shifters and Tiagra brakes. Does anyone see this affecting the overall performance or balance of the drivetrain, my goal is to put money where I need it most.

Also: is it necessary to use the corresponding crank and bb combo or are all V1's compatible, such as using a Ultegra crank with a 105 bb thanks for your feedback

Your proposed combo should work fine. Shimano 9 speed groups are all compatible with one another, so other than weight you will pay no performance penalty. To answer your second question, from 105 on up the BB/crank splines are the same, so you can use any mix of 105/Ultegra/Dura Ace here.
