Pulley Tension: Dumb Question IIfunknuggets

Just got a brand new Ult 6500 rear derail. In my inspection, I found that the upper pulley does not spin freely. It simply feels "tight". Is there a standard? I have not seen any documentation indication whether the top pulley should be tighter/looser than the lower. I have only seen articles on that the bolts should be tightened to 30 ft/lbs with loctite. I just wanted your opinions as to how to determine whether the derail is defective, the upper pulley is defective, or if I am just a moron and shouldn't be worrying about such things...

well, ok. I just torqued them to the same 30ft/lbs and the top was way tighter than the bottom. I just wanted to know whether to suspect a defective cage or perhaps pulley.
