When I twitch my bars back and forth, I can feel massive amounts of flex. I am fairly confidant that my stem and bars are not the problem. Should they be this flexy, or do I have loose spokes?

I believe it would be a good idea to take them to your favorite LBS and have them trued. They're good wheels but very light with low spoke count and radial lacing, and they need to be maintained with good tension and true.

Swap wheels with someone (check the feel when the wheels are on the other bike) to see if it really is your wheels. You can feel spoke tension, also comparing with wheels you know to be good. Heliums are just normal wheels with OpenPro rims, so there is no reason for a highly flexible situation.
