If I put a fork with 43 rake on a bike that says it needs 45 rake would I notice much of a difference?

Assuming the forks have equal lateral and vertical compliance, and the same axle-crown seat length, you'd be hard pressed to tell the difference, and if you could, it would be slight. However, if the fork is significantly stiffer or "flexier" or longer or shorter, then you'd probably feel it. Then you could come back to this forum and tell us that 2mm of fork offset was really noticeable.

Changing from a 45 to a 43mm rake will increase the trail by about 2mm, which slows the steering response a bit. It may be noticeable. It may even be desirable, depending on the head tube angle and the type of steering response that you desire.
