EASTON EC70 FORK/CHORUS HEADSETjerry

I just finish installing the 1" threadless convo mention above,I cut the steerer tube to size, install the headset/spacer/stem properly, with the right tools and it doesn't feel right.
The steering is to tight, I been turning the cup bolt 1/4 of a turn till there is no more play between the fork/frame.
I loosen up the fork to see if something is wrong and noticed rubbing scratches on the aluminum crow of the fork as if something is rubbing against it.
I am begining to wonder about the Campy Headset.
I follow the Easton instructions to the point, but I can not figure it out.
Anyone out there ran accross same problem with this fork.
(good thing this weekend is goin to rain).

Did you loosen the stem bolts before you tried to loosen the top cap bolt? If the stem is still tight on the steerer, loosening the top cap bolt will do nothing.

Did you make sure to insert the headset bearings in the right way? If they're upside-down, they'll grind into the opposing surfaces!

Are the upper and lower bearings of different size? Make sure the bigger ones are on the bottom portion of the headset.
