Has anyone put 650cc wheels on a 700cc frame?
Are there brake calipers that are long enough to
reach the rim of a 650cc wheel. I believe that by using a
short crank arm the clearance to the ground
will not be an issue.

not an issue with disc brakes- that's what Merlin does on the Newsboy
with 650c fork?Dog

Could you use a fork for 650c wheels, and put a spacer between the fork crown and headset to keep the geometry correct? Probably not, but might be possibility.

And what would you use for brakes exactly? It won't work, but why would you try to do it?

You could hang fuzzy dice off the stem.

You'll get funky handling, poor braking, and the short crankset is just what you need? The reasons for doing this would be?
