i have to run junior gears (52 ring in the front) and am wonering if i can get a crank that will let me just run one ring in the front

You could remove the inside ring from your double crankset, use narrower chainring bolts, and just run one chainring. But because of the varying chainline on a multi-speed bike, you'll need to keep your front derailluer to keep the chain from jumping off the big ring. So the weight savings isn't really significant, and you do lose 9 gears.

Since junior gearing only restricts the UPPER limit of runout, why only one ring? Unless you're some gear monster that can power a 52/23 up an 8% climb for 2 miles and still jump on an attack, you're looking for trouble.
