|There is a small crack on the downtube, right where it meets the BB. I don't think this should affect the strength of the frame.|

|Oh no, cracks in the center of the weight bearing part of the frame are rarely a problem. Thankfully the bottom bracket is also one of the least used parts of a road bike, rarely subject to any torque or stress. I'm sure this will be JUST FINE.
