I am having trouble adjusting my front derailluer. It works fine with the 2 bigger chain rings, but it wont drop down to the smaller ring. When I try to do all of the adjustments that you are supposed to do, it never works, usally end up with the drailleur only working with the 2 smaller chain rings. Any ideas?

Believe you'll get more help if you will include more information. Exactly what components do you have? Ultegra? Sora? STI shifters? Down tube shifters? Triple derailleur? How old are they? How old is the shift cable?
Also, check the complete routing of the shift cable.

Sounds like you either have the limt screws set to close (obvious check) or you're out of phase with the cable length/shifter combo. It's pretty easy to get the shifter setup so that it should be in the small CR, but the der. is only in the middle CR. You need to put some more length in the cable. You can make things too long so that you then have the reverse situation where you can get up into the big CR. Setting up the der. is a little tricky, especially on a triple, but t good place to start is with the Shimano instructions which can be obtained from their web site - look under the Urup section. Sheldon Brown alos has some good info.

In the end it's fairly straight forward once you've either figured out the tricks or someone has shown them to you.

I would check if you got triple front shifter. Also check if the fr dr is a triple. If everything is triple, maybe you don't have enough slack in the cable.
