Do 700x23 tires have a larger overal diameter than 700x20? The reason I ask is because I would like to replace the 20c tires that came on my bike with 23c tires. The thing I am worried about is the fact that there is only about 3/16" clearance from the tread of the tire to my seat tube.

of the tire. I other words, the tire is 20mm or 23 mm wide. In inches, this is 25/32" or 29/32", a difference of 1/8", which means the radius increases 1/16". You'll need to take into account that a) not all "20" tires are 20mm, b) not all "23" tires are 23mm and c) "only about 3/16" is a pretty crude estimate. It should fit.
