Whats up with those strange screws on the cranks / BB?Bruno S

My LBS just built my bike with a new frame. I noticed that on the left crank (the one that doesn't have the chainrings) there is screw that has two small holes. I can see the threads of this screw and in my old frame I couldn't. Was the instalation of the BB and cranks done correctly? I have ridden the bike and seems to work fine but I do not like how it looks. I believe this screw should be flush like it was before. What is this screw for? Can I adjust the position of the cranks from left to to right? I have noticed that I can touch the right chainstay with my heel, I couldn't do this before. It may be the new frame geometry but it also could be that the cranks are shifted to the one side. Can this be posible?
Never mind, I tightened the screw and all is ok (nm)Bruno S
