Excel sports has a blowout on Salsa Quill Stems. They show 13cm and 14cm Sizes. How do I tell the correct size for my Bianchi Veloce? It is not listed in the specs on their website...

use the calipers to measure your old stem to see what size you need!

The Bianchi is most likely the 22.2mm (nominally 7/8") quill. There was once a French standard of 22.0, but that is long gone, and of course would not apply to you.

The larger 25.4mm (1") standard is sometimes seen on MTB and some road bikes. A US quarter is about 24mm, so if a quarter will not fit into the steering column, it is most certainly the 22.2mm standard. If a quarter just barely fits, it is the 25.4mm standard quill.

Be careful not to confuse headset sizing and quill sizing. A 1-inch headset will use a 22.2mm quill. A 1-1/8 inch headset will use a 1-inch quill. Remember, the quill goes inside the column. The headset is named by the outside of the column.
