It's some goofy bikewheel-masturbation and doesn't have any technically redeeming aspects. I suppose it's OK if you like flex and excess weight.

I see some bike messengers here in DC with spoke patterns like that. They also seem to into putting bumper stickers on their bikes, being massively covered in tatoos, have dreadlocks and multiple body pierces. Hey, whatever floats your boat I guess. I don't think there's any reason to build a wheel like this this other than to be cool.

There's a shop in Boston that used to do these all the time. They really seemed to cater towards the bike messenger/ urban cyclist warrior types. A friend of mine put a set of these on an older mtb. that was converted to single speed.

They actually held up really well. It was, however, done just for the look.
