I know they usually go from around 9 to 14cm in 1 cm increments but where do you measure them? Center of the handle bar to center of the headset? Any insight would be great. Also any suggestions on the spacers to use? Thanks

I am pretty sure they are measured center-to-center...at least mine is. I cannot speak about the spacer issue, because I am still using "old school" equipment (e.g., quill stem), but I am getting ready to purchase a new frame that has a 1 1/8" headtube. I am planning on having the bike built up with as many spacers as the fork manufacturer allows, then I will make the necessary adjustments and, finally, cut the fork once I am comfortable.

Stems are measured from the center of the extension bolt to the center of the handlebar clamp. You're right. What do you mean by spacers though?
