God, it hasn't even been a year and my y2k Ultegra shifters are disenegrating. I never had problems with my 98 Veloce components.
After the shifter caps and screws fell off, now I'm having problems with the right shifter (not the brake lever, but the shifter under the brake lever) getting real loose. Its like its hanging there and rattling all to high hell... Is there a fix for this?

Yep, there's a fix.

Look up from under the shifter. You'll see up there a phillips screw which holds together the large and small lever.
The screw always gets loose, and even when you think it's fastened, it's loose.
Take the screw out, but be careful not to lose the washer that's between the two levers.
Use Loctite 243 (the blue stuff) threadlocker, apply some to the tip of the screw, refasten very tightly and let dry. Do not attempt to bounce the bicycle at this point to test it. Let it dry overnight, without disturbing the bike.
This should take care of the loud rattling noise. You can do the same with the screw of the topcap, and the screw of the left lever.
